Three reasons.
1) Higher doses are routinely used for male fertility issues for months at a time. Sometimes as high as 5000IU 3 times a week.
2) In the UK, the smallest dose of HCG you can get is 1500IU in non reusable vials. It's not possible to buy multi-dose vials, so each HCG injection is usually prescribed by doctors at 1500IU doses or higher.
3) Spreading hearsay is never helpful.
A dedication to the truth - I like that. Well, one of the issues is whether or not it is short or long term. For example, here I show a paper that documents using higher dosages like you mentioned for short term use:

So that may be where the seeming discrepancy comes into play.
