does test cream increase body hair growth?

Was just noticing that I have more hair on my inside forearm.

I don't know, but I have noticed more hair on my stomach (and, according to my wife, my back) since starting Clomid back in June or August.
43 years old
5'7", was 220 pounds when trouble started, now down to 165
Trouble began with abrupt ED Early May '15
Initial T level 130
Started Clomid in hopes of rebooting system June '15
Currently taking 25 mg eod and .25 mg Arimidex every 4 days
T level 480 or so at last reading
ED in check with 2.5 mg Cialis eod and supplements:
POM juice, L-Cit, Pycnogenol

Morning anxiety currently in check with GABA taken every night

Biggest current worry is heart health:
Aortic stenosis (very mild for now)
CAC score 156(!) at age 42
Lp(a) is a shockingly bad 390 nmol/L -- TRIPLE the "extremely high risk" level!
Homozygous for the bad "G" variant of SNP rs10455872, which increases Lp(a) as well as odds for aortic stenosis and coronary artery lesions. 
I think I know what trashed my heart...

40 mg Crestor and baby aspirin every day
CoQ-10, Vitamin K2, and Kyolic Aged Garlic Extract every day too
Walking 10,000 steps a day

There was a period where I perceived my mustache stubble as darker and more pronounced, and armpit hair seemed thicker. But this was after stopping the T-gel and switching to injections. So if it was a real effect then it was either due to a delayed reaction from gel-elevated DHT levels, or simply due to top-of-range T levels during the first few weeks of shots.

Do elevated DHT levels equate to hair growth? Mine was borderline high at last blood test. Is that one of the reasons people switch from transdermals to injections?

Yes!  The hair on my arms is now this long black hair and the shoulders has some weird stuff.  Stomach has much more hair.  If my scalp would only join the team!

For body and pubic hair the answer may be "yes". At the other end of the spectrum, in male pseudohermaphroditism there are very low DHT levels and correspondingly little or no pubic/body hair.

I don't see many guys worrying about DHT to be honest and few guys even pull it.  Personally, I don't like to see any hormones supraphysiological - seems risky.  But I do not have a study that shows that high DHT causes issues.  I'll see if I can dig something up...

Responding to your second question, definitely yes in my case. While on three pumps/day Androgel 1.62 I had a ridiculously low total testosterone reading of 164 ng/dL (348-1197), and a DHT of 65 ng/dL (30-85), which while not superphysiological is likely well above my normal baseline. In contrast, on my current protocol with total testosterone over 900 ng/dL I had a DHT value of 42 ng/dL.

Responding to your second question, definitely yes in my case.
